The Samuel C. Waters M.D. Memorial Scholarship Fund was started in 2001 at the time of Sam's death to create a way that more students could attend The Episcopal School, now Christ Academy.

Sam was born in Pampa, Texas, on November 15, 1947, graduated from Pampa High School in 1966, and attended Tulane University for both his undergraduate degree and his medical degree, graduating in 1974. His internship, residency and fellowship in cardiology were completed through Methodist Hospital of Dallas and Southwestern Medical School, finishing in 1979. Sam and his wife Linda moved to Wichita Falls in 1979 where he was the first invasive cardiologist and helped to start the open heart surgery program at Bethania Hospital, now United Regional. He was active in the community working with the Boy Scouts as pack master of Pack 33 at The Episcopal School, and on the Northwest Texas Council Board. He was also active in his church and the local medical community serving as the President of the Wichita County Medical Society in 1997.
The availability of scholarships was important to Sam because he would not have been able to pursue his education without them. He believed in quality education before college. Because of the exceptional education his two oldest children received at The Episcopal School, the decision was made to start the scholarship fund. His youngest child graduated from Christ Academy in 2017.
